Three strikes and you (might) be out
New legislative proposals unveiled today point to a move towards the French method of enforcing intellectual property online, in which ISPs issue two warnings to users who breach copyright laws before banning them from the internet altogether. Ministers will make an explicit commitment to legislate with the launch next week of a Green Paper on the creative industries.

European common market for online downloads
The European Commission plans to achieve a single market for online content, saying it could considerably strengthen the competitiveness of Europe's music, film, and games industries. It has launched an initiative to encourage the content industry, telecoms companies, and ISPs to work together to make more content available online, while ensuring protection of intellectual property rights. It is hoped this will allow retail revenues in the sector to quadruple by 2010.
